A question becomes eligible for 'closeout' when it has a certain number of instances left to be scored. The closeout number is a predetermined project specific number.
Once a question becomes eligible for closeout, the question may be moved into closeout mode and closeout readers attached to it from the Closeout screen. Instances of the question are dealt to the assigned closeout readers on-demand, one instance at a time.
